Grant to a USA or territories local, tribal, or State government, nonprofit, for-profit, or IHE to evaluate the effectiveness of programs that train professionals and adults to provide law-related education to youth. Applicants are advised to complete required registrations before applying.
NIJ is seeking a single evaluator to evaluate both the Police & Teens program and the Legal Life Skills program in the expansion sites. Applicants are expected to develop evaluation proposals based on information available in this solicitation, on the Street Law website, and through other relevant publicly available sources. This evaluation is intended to be rigorous, objective, and independent (see the Research and Evaluation Independence and Integrity guidance on page 26). The primary focus of this evaluation should be on determining the effectiveness of the two programs. In doing this, the evaluation should provide useful information to practitioners and policy-makers on issues related to both program impact and program implementation.
Applicants are expected to propose evaluation designs that are tailored to both the Police & Teens program and the Legal Life Skills program expansion being funded by OJJDP. Applications should include initial program logic models, evaluation designs, key variables, data sources and data collection methods, analysis strategy, and statistical power analysis. The evaluation design should be developed to allow for a counterfactual analysis that identifies changes that are directly attributable to the programs.
The proposal should also describe how evaluators would document program implementation, as it relates to topics that include, but are not limited to, site selection, training of instructors, classroom selection, lesson selection, classroom instruction, and dosage (e.g., number of students served, number of lessons, and length of lessons). Applicants should propose a project timeline that provides sufficient time for data collection, follow-up, analysis, and reporting.
