Grant Description
Contract for services to a Washington qualifying business to assist local government in reviewing residential project development permits. Preference will be given to proposals from small or veteran-owned businesses. The purpose of the program is to improve the review and permitting of projects for land use and construction project permits, with emphasis on housing development.

The Washington Department of Commerce, hereafter called "COMMERCE,” is initiating this Request for Proposals (RFP) to solicit proposals from firms interested in participating in a project to implement several measures mandated in Senate Bill 5290 (SB 5290) – Local Permit Review (RCW 36.70B), passed by the state legislature in 2023. The purpose of the project is to consolidate, streamline, and improve project review and permitting for construction and land use project permits, with emphasis on housing development. 

Additionally, SB 5290 requires COMMERCE to establish two grant programs for jurisdictions that wish to provide additional efficiencies and coordination in building permit review of residential development. 

  • Grant 1: Establish consolidated building permit review options for residential permit applications, and 
  • Grant 2: Update existing permitting systems and methods from paper to digital review and permitting.

The objective is to help local governments provide prompt, fair, coordinated review of project development permits, and to strengthen accountability to applicants and the public. Generally, the contractor will assist COMMERCE to facilitate a digital permitting work group and public outreach; develop reports and provide technical assistance; develop guidance on basic project permit review, including fee structures; develop a template for local governments’ annual permit reporting. These activities will require the services of a qualified consultant.

Proposals for this program will be solicited from firms interested in participating in the described project.

This RFP is open to those proposers which satisfy the minimum qualifications stated herein and are available for work in Washington State. Minimum qualifications include:
• Licensed to do business in the state of Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
• Five (5) years of experience working on projects that require knowledge of local land use review and permitting processes – cities, counties, (tribal), including direct experience working with builders, inspectors, and plan reviewers;
• Five (5) years of demonstrated experience working with various types of digital permitting software systems, functionality, data storage, maintenance, system implementation and costs;
• Three (3) years of experience with project management, public outreach, work group facilitation, and implementation planning – conducting work in a nonpartisan manner so that all members of the workgroup are treated equally, including technical writing, marketing, and graphic communications.

COMMERCE reserves the right to award the contract(s) to the Proposer(s) whose Proposal is deemed to be in the best interest of COMMERCE and the state of Washington.

As of April 1, 2023, COMMERCE is required to award competitively procured service contracts with an initial value less than $150,000 to the highest-ranked responsive and responsible Small or Veteran-Owned Business, unless there was no responsive and responsible Proposal from a Small or Veteran-Owned Business.

A pre-proposal conference will be held on Thursday August 17, 2023, at 10:00 a.m PT. The pre-proposal conference will be virtual only, on a platform such as Zoom or Microsoft Teams. All prospective Proposers are encouraged attend.

The proposal must be received by the RFP Coordinator no later than 4:00 PM Pacific Time, in Olympia, Washington, on Monday September 18, 2023.

Number of Grants
COMMERCE will award one contract to provide the services described in this RFP.

Estimated Size of Grant
COMMERCE has budgeted an amount not to exceed $400,000 for consultants.

Term of Contract
Estimated time period for contract: October 18, 2023 and to end on July 1, 2025.

COMMERCE reserves the right to extend the contract for two one-year periods.
