Grants and loans to Washington nonprofit, for-profit, and faith-based organizations for capital projects in eligible regions. Applicants are required to complete required registrations and contact the funding source prior to submitting a grant application. Funding is intended for public facility improvements, acquisition, rehabilitation, and demolition in the City of Everett.

Only Non-Public Service projects will be considered. Applications must meet these priorities and the basic evaluation criteria to be considered for funding:

  • All Public Facility Improvements
  • Housing
    • Rehabilitation of Rental Housing Units
    • Emergency Shelter/Transitional Housing Beds
  • Economic Development
    • Façade Improvements

Additional Eligibility Criteria:

- Private non-profit organizations that have received 501(c)(3) federal tax-exempt status from the U.S.
Internal Revenue Service (IRS) and are registered as a non-profit corporation in the State of Washington
- Faith based organizations may also apply but must not restrict client participation based on required
religious affiliation or services
- For-profit entities can also apply per 24 CFR 570.201
- The City of Everett will not accept application proposals from individuals.

Pre-Application Information:

All applications must be received by Friday, August 5, 2022, at 12:00 p.m. (Noon)

Proposed Application and Funding Schedule (dates subject to change):
- July 15th – August 5th: Open application period
- August 5th: Applications due by 12:00 pm (Noon)
- August 8th and 9th: Applicant meetings with staff
- August 16th: Citizen Advisory Committee Public Hearing and Funding Recommendations
- August 19th- September 19th: Public Comment Period
- Mid-September: City Council Funding Recommendation Briefing and Action
- Early October: 2022 CDBG Supplemental Funding agreements sent out

Requirements:
- Applicants looking to apply must discuss proposals with staff prior to application to determine project viability including project readiness and ability to meet project timelines.
- Post-Application meeting with City staff on August 8th or 9th.

Rental and ownership housing project funds will be awarded in the form of a deferred payment loan.

Non-housing construction projects will require a 100% match of funds from other sources.

Unique Entity ID - Please note the Federal Government now requires a UEI number instead of a DUNS. Please go to http://www.sam.gov/ for more information. You must have a UEI number to receive federal funding.
