Grants to Washington nonprofit and for-profit organizations, government agencies, and faith-based entities in eligible areas to support capital projects that improve local communities. Funding is intended to support activities and programs that benefit low- and moderate-income residents. Eligible projects improve infrastructure and public facilities in the city of Marysville.

The Community Development Block Grants (CDBG) Program provides annual grants on a formula basis to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate-income persons.

Examples of eligible capital project activities include:

  • Public Facilities and Improvements: Acquisition, construction, reconstruction, rehabilitation, or installation of public facilities and improvements, such as neighborhood facilities, firehouses, public schools, libraries, streets, sidewalks, curbs and gutters, parks, playgrounds, water and sewer lines, flood and drainage improvements, parking lots, utility lines, etc.
  • Housing: Property acquisition or rehabilitation for permanent housing and conversion of nonresidential structures into permanent housing.

Term of Contract:

PY2022 runs from July 1, 2022 - June 30, 2023; PY2023 runs from July 1, 2023 - June 30, 2024.

Additional Eligibility Criteria:

Eligible applicants are as follows:
- Private non-profit organizations that have received 501(c)(3) federal tax-exempt status from the U.S. Internal Revenue Service (IRS) and are registered as non-profit corporations in the State of Washington
- Faith-based organizations in accordance with 24 CFR 570.200(j)
- Public agencies and city departments
- For-profit entities authorized under 24 CFR 570.201(o)

The following activities may not be assisted with CDBG funds:
- Buildings used for the general conduct of government
- General government expenses
- Political activities

Expenses for the following are generally ineligible:
- Purchase of equipment, furnishings, and personal property
- Repair, operating, and maintaining expenses for public facilities, infrastructure, and services
- New housing construction
- Income payments

- September 13, 2021 PY2022 – PY2023 Biennial CDBG Applications Released
- September 13 – October 20, 2021: Individual pre-application conferences available
- October 20, 2021: Application Deadline, no later than 4:00 PM
- November 15, 2021: Applicant presentations to the Citizen Advisory Committee (CAC) for Housing and Community Development, 3:30 PM via Zoom
- November 2021: CAC application review and funding recommendations
- December 13, 2021: City Council review and confirmation of CAC funding recommendations
- December 2021: Applicant notification of funding recommendations
- January 2022: Staff prepares PY2022 Annual Action Plan
- February 2022: DRAFT PY2022 Annual Action Plan released for 30-day public comment
- March 2022: CAC reviews and makes a recommendation to City Council on PY2022 Annual Action Plan
- April 2022: City Council adoption of PY2022 Annual Action Plan
- May 2022: PY2022 Action Plan submitted to HUD
- June 2022 Subrecipient Agreements established for PY2022
- July 2022 PY2022 funds estimated to be available for release
