Grant to a USA nonprofit organization, for-profit organization, or institution of higher education to help protect children. Applicants are advised that required registrations may take several weeks to complete. Funding is intended to improve and expand the development and implementation of training and technical assistance on effective responses to missing and exploited children's issues for multidisciplinary teams of prosecutors, state and local law enforcement, child protection personnel, medical providers, and other child-serving professionals. Additionally, this program will provide support for the implementation of all National Missing Children's Day activities.

Goals, Objectives, and Deliverables:

The goal of this initiative is to design, develop, and provide training and technical assistance services to strengthen the overall response to missing and exploited children’s issues.

The expected deliverables under this award include the following:

  • Convene a listening session with key stakeholders in the field to determine gaps and training and technical assistance needs to improve the responses to cases of missing and exploited children. Key stakeholders should include, but are not limited to, prosecutors, state and local law enforcement, child protection personnel, medical providers, school-based law enforcement, representatives from the National Center for Missing & Exploited Children (NCMEC), human trafficking victim services providers, and other child-serving professionals.
  • Develop a training and technical assistance strategic plan based on the lessons learned from the key stakeholders listening session. The plan should detail the products and deliverables that will be produced to address the training and technical assistance gaps across the above multiple stakeholder groups. OJJDP expects the successful applicant to complete a minimum of 25 training events per year.
  • Continue to provide the core Missing and Exploited Children’s Program trainings that have already been developed through this solicitation.
  • Provide technical support, determined in consultation with OJJDP, to state and local agencies and other stakeholders on missing and exploited children’s issues.
  • Develop special reports, brochures, best practices papers, etc. pertinent to the investigation of missing and exploited children’s cases, as directed by OJJDP.
  • Contribute content for the OJJDP website for the effective dissemination and communication of training and technical assistance services and products, as OJJDP deems suitable.
  • Provide logistical support and planning for key OJJDP activities.

Estimated Size of Grant:

The maximum amount of funding that may be applied for is $1,800,000.

Term of Contract:

- Applicants may begin their proposed project dates on or after October 1, 2020.
- Period of performance duration 15 months

Additional Eligibility Criteria:

The following entities are eligible to apply:
- Nonprofit and for-profit organizations (including tribal nonprofit and for-profit organizations) and
- Institutions of higher education (including tribal institutions of higher education).

All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.

- OJJDP expects to make awards by no later than September 30, 2020.

Registering with Grants.gov is a one-time process; however, processing delays may occur, and it can take several weeks for first-time registrants to receive confirmation of registration and a user password. OJP encourages applicants to register several weeks before the application submission deadline.

Every applicant entity must comply with all applicable SAM and unique entity identifier (currently, a DUNS number) requirements. SAM registration and renewal can take as long as 10 business days to complete. The information transfer from SAM to Grants.gov can take up to 48 hours.

To be considered timely, an application must be submitted by the application deadline using Grants.gov, and the applicant must have received a validation message from Grants.gov that indicates successful and timely submission. OJP urges applicants to submit applications at least 72 hours prior to the application due date, to allow time for the applicant to receive validation messages or rejection notifications from Grants.gov, and to correct in a timely fashion any problems that may have caused a rejection notification.

Cost Sharing or Match Requirement: This solicitation does not require a match.
