Primary emphasis is on marine resources conservation with a geographic focus on western North America, Chile, and the Western Pacific. The Environment Program also supports the search for solutions to health and environmental threats caused by toxic chemicals.

Indirect costs or overhead may not exceed 15 percent of direct costs. The indirect cost allowance is to cover items such as rent, electricity, office furnishings and equipment, heat, accounting/staff services, and the time of the organization's chief executive, financial, and administrative officers.
