Grants of up to $75,000 to Washington local and state governments, nonprofits, IHEs, and Indian Tribes to support volunteer staff working in a broad range of community services. Funding is intended for initial support to current staff or to hire additional staff who can plan a proposed program and develop systems for successful implementation of an AmeriCorps operational grant application. Planning grants do not receive/provide AmeriCorps members.

Serve Washington seeks to develop a diverse grant portfolio of programs that meet CNCS Focus Areas and/or Serve Washington priority areas:

  • Implement community driven priorities through service strategies
  • Prioritize organizations lead and staffed by underrepresented populations
  • Grow models that focus on career pathways, the housing crisis, child wellness, and climate change
  • Grow proven models that can be replicated
  • Encourage programs to select national service members that reflect communities being served
  • Grow models that engage adults 55+
  • Ensure resources are available to tribes, rural, and other under-represented communities
  • Ensure a geographically diverse portfolio of programs

Estimated Size of Grant:

Awards for planning grants may not exceed $75,000.

Term of Contract:

The project period is August 1, 2020 – July 31, 2021.

Additional Eligibility Criteria:

The following Non-Federal entities (as defined in 2 CFR §200.69) who have DUNS numbers and are registered in System for Award Management (SAM) are eligible to apply:
- Indian Tribes (2 CFR §200.54)
- Institutions of higher education (2 CFR §200.54)
- Local governments (2 CFR §200.64)
- Nonprofit organizations (2 CFR §200.70)
- States (2 CFR §200.90

Additionally, only organizations who have not previously received funding from Serve Washington OR currently funded organizations who are proposing a new project are eligible to apply.

- Completed Applications Due from Applicants: April 10, 2020, 5:00 PM
- Staff Review for Compliance: April 13, 2020
- Grant Review Committee Application Review: April 14-29, 2020
- Grant Review Committee Meeting: April 30, 2020; Note: Applicants must be available by phone on this day in the event the GRC needs additional information or clarification. Interviews will not be conducted.
- Clarification/Revision period for some applicants: May 4-22, 2020
- Serve Washington Commissioners Vote on Grant Review Committee Recommendation: May 7, 2020
- Notification to Applicants Regarding Serve Washington Vote: Week of May 11, 2020
- Serve Washington Submits Applications to CNCS: No later than May 29, 2020

Planning grants are awarded on a cost-reimbursement basis only. If awarded, grantees will submit monthly invoice packages to Serve Washington for reimbursement. Grantees are required to match at 24 percent, either through cash or in-kind.

During the planning grant period, applicants will be notified of operational grant funding opportunities. Serve Washington will work with the applicant to determine the best competition to apply for. Applying for an operational grant is not required, but applicants will be encouraged to move in that direction and coached on feasibility
