Grant Description
Grants of up to $75,000 to Washington local and state governments, nonprofit organizations, academic institutions, and Indian Tribes to develop volunteer programs that provide a broad range of community services. Funding is intended for initial support to current staff or to hire additional staff to plan an AmeriCorps program and develop systems to successfully implement an AmeriCorps operational grant application. Planning grants do not receive or provide AmeriCorps members.

Serve Washington seeks to develop a diverse grant portfolio of programs that meet AmeriCorps Focus Areas and/or Serve Washington priority areas:

  • Service strategies are driven by community-identified priorities
  • Organizations that are led and staffed by people that reflect the communities being served
  • Programs that strive to recruit and select national service members that reflect communities being served
  • Models that utilize service as a strategy to develop career pathways, address the housing crisis, support child wellness, and tackle climate change
  • Replicate proven models that support a locally identified need
  • Models that engage adults 55+
  • Ensure resources are available to tribes, rural, and other underrepresented communities, and results in a geographically diverse portfolio of programs.

Additional Eligibility Criteria
The following non-federal entities (all of which are defined in 2 CFR §200.1) are eligible to apply:
- Indian Tribes
- Institutions of higher education
- Local governments
- Nonprofit organizations
- States

Additionally, only organizations who have not previously received funding from Serve Washington OR currently funded organizations who are proposing a new project are eligible to apply.

Pre-Application Information
Important Dates:
- Request for Grant Applications Released: Feb. 17, 2023
- Technical Assistance WebEx for Planning Grant Applicants: Feb. 24
- Completed Applications Due from Applicants: March 17, 2023, by 5:00 pm
- Staff Review for Compliance: March 20, 2023
- Grant Review Committee Application Review: March 21 - April 14, 2023
- Grant Review Committee Meeting: April 21, 2023; Note: Applicants must be available by phone on this day in the event the GRC needs additional information or clarification.
- Clarification and Revision Period for Some Applicants: Beginning On/Around April 24, 2023
- Serve Washington Commissioners Vote on Grant Review Committee Recommendations: May 11, 2023
- Notification to ALL Applicants Regarding Serve Washington Vote: Week of May 15, 2023
- Serve Washington to Submit Applications to AmeriCorps (No Later Than): May 17, 2023
- AmeriCorps to Award Grants (No Later Than): July 25, 2023

Please ask all questions no later than one week before the deadline, or March 10, 2023.

Planning grants are awarded on a cost-reimbursement basis only. Grantees are required to match at 24 percent, either through cash or in-kind.

The application must include an Employer Identification Number (EIN). Applications must also include a UEI, automatically assigned in the System for Award Management (SAM). All applicants must register with the SAM and maintain an active SAM registration until the application process is complete.

During the planning grant period, applicants will be notified of operational grant funding opportunities. Serve Washington will work with the applicant to determine the best competition to apply for. Applying for an operating grant is not required, but applicants will be encouraged to move in that direction and coached on feasibility.

Estimated Size of Grant
Awards for planning grants may not exceed $75,000.

Term of Contract
The project period is August 1, 2023 – July 31, 2024.
